Hillary says she's the best candidate to pick up that phone at 3 am, suggesting she's the commander-in-chief-wanna-be to take the right action:

"A lot of the way this whole campaign has been covered has amused me," Bill Clinton said in Boonville, Ind. "But there was a lot of fulminating because Hillary, one time late at night when she was exhausted, misstated and immediately apologized for it, what happened to her in Bosnia in 1995.
Um, what if she answers that 3 am phone call when she's "exhausted", "misstates" an order to make a hasty strike on somebody? I don't think that would be "amusing". No amount of apologizing will fix that mistake.
