Not For Recreational Use

I'm pretty sure the sign was posted to discourage fountain bathers, but sitting and looking at it is also nice. Is that not recreating? Or should I divert my eyes?
I noticed the water is off. I wonder if that's a budget cut or the fact that the wind chill factor is near the frigidaire end of the scale.
The north side of my body is shivering and the south side is toasty. Time to rotate.

    A few years back, (pre-hedge) people were using that thing like a water slide. When they discovered that people were also bathing and what not in it, they shut it off. A couple of years ago they put the hedge around it to keep people out for good.
